[dpdk-ci] Building TestPMD in DPDK

Hi Lijuan,

Yes, we have "build_type=meson" in the execution.cfg file.

DTS compiles DPDK using these commands:
"CC=gcc meson --werror -Denable_kmods=True -Dlibdir=lib
--default-library=static x86_64-native-linuxapp-gcc"
and
"ninja -C x86_64-native-linuxapp-gcc -j 62"

Running functional tests, we get:
"x86_64-native-linuxapp-gcc/app/dpdk-testpmd: No such file or directory"

Thanks,
Brandon
