[dpdk-ci] Community CI Lab Dashboard Downtime

Hello All,

Tomorrow morning, we need to migrate the VM hosting the CI dashboard.
There will be a small window of downtime, because we are unfortunately not
able to live/hot migrate the VM in this instance.

The dashboard will be unavailable between 8am and 9am EST Tuesday, January
5, for this week.

All other CI jobs, including testing and emails, will continue running as
normal, only the web front end will be unavailable.
