Staging branch setup/refresh

I apologize for the oversight (for both 25.11 and 25.11-staging). I have
added a section to our internal DPDK Community Lab docs for "things to do
when an LTS release comes out" and it includes the steps for
periodic testing of LTS releases, and per-push testing of staging branches.
