[dpdk-dev] [RFC PATCH V2] librte_pmd_ring: changes to support PCI Port Hotplug

This patch depends on the Port Hotplug Framework.
It implements the rte_dev_uninit_t() function for the ring pmd.

Changes in V2:

Fix crash in the rte_pmd_ring_devuninit() function.
