The patchset adds support RSS/FDIR/FDIR flexible payload input set
configuration for some pctype.

v4 changes:
 - Change testpmd command token and print info.

 - Add support reset RSS/FDIR/FDIR flexible payload input set for some pctype.

v2 changes:
 - Use 'static inline' to replace 'inline'.
 - Add support get status for some filed index of input set.
