How about define RTE_PTYPE_TUNNEL_UNKNOWN same ask RTE_PTYPE_TUNNEL_MASK? And'ding packet types always 
return a non-zero value.

An unknown type doesn't break anything, neither enum bits, straightforward IMHO.
