[dpdk-dev] [PATCH v3] app/eventdev: use proper teardown sequence

Use proper teardown sequence when SIGINT is caught to prevent
eventdev from going into undefined state.

 - Segregate ethdev_stop and close to prevent possible SEGFAULT.
 - handle early shutdown.
