[dpdk-dev] [PATCH] maintainers: update subtree committers

For subtree of dpdk-next-net-intel, Qi Zhang has agreed to take
the committer role, to replace Helin Zhang. Also Beilei Xing has
agreed to be the backup committer of the subtree.
