[dpdk-dev] RFC 4115 variant for rte_meter_trtcm_color_blind/aware_check()

Hi All,

Was wondering if anyone is planning to add an RFC 4115 equivalent of the 
rte_meter_trtcm_color_blind/aware_check() check APIs?

If not I can go ahead and sent a patch to add it, i.e. something like 
rte_meter_trtcm_rfc4115_color_blind/aware_check().
