[dpdk-dev] [PATCH] doc: fix wrong link in gsg

This patch fixes a wrong link in gsg. The 
Documentation/kernel-parameters.txt file from the kernel 
source tree was moved quite a time ago to 
Documentation/admin-guide/kernel-parameters.txt.
