[dpdk-dev] [PATCH] net/mlx5: add BlueField-2 device ID

This adds new device id to the list of Mellanox devices
that runs mlx5 PMD.
- BlueField-2 integrated ConnectX-6 Dx network controller

This device is not ready yet, it is in development stage.
