[dpdk-dev] [PATCH] bus/pci: support iova=va on PowerNV systems

Bare metal PowerNV systems include a DPDK supported IOMMU that allows
IOVA=VA support. Test for the platform type and report virtual address
support if running on a PowerNV system.
