[dpdk-dev] [PATCH V2 00/14] Features and bugfixes for hns3

This series add three features according to the
21.05 roadmap as well as fix some bugs.

v1->v2:
- fix the commit log for patch[8/14].
- add more comit log information for patch[13/14].
- add a fix patch[7/14] because the version will not suport
  for copper phy before merge patch[8/14].
