[PATCH 54/70] net/ice/base: add generic MAC with 3K signature segment

Define new type id ICE_MAC_GENERIC_3k in ice_mac_type enum, to
distinguish devices which use RSA-3K/SHA-384 segment signature type.
Use 3k signinig type for E824S device.
