[PATCH 4/6] doc: fix miss blank line in release notes

The NVIDIA mlx5 driver inside 22.11 release notes, lists all features
support for queue-based async HW steering.

Before the list, miss a blank line causing it to look regular text line.

This patch adds the blank line as well.
