ENA 24.03 roadmap:

* Add support for uio_pci_generic uio module
* Add support for wide LLQ recommendation from the device
* Add support for sub-optimal configuration notifications from the device
* Restructure rx_drop basic stat to include rx_overruns
* Restructure the metrics multi-process functions
* AWS new instance types support:
    - Negotiate recommended Tx queue depth with the device
    - Report new link speed capabilities
