For the pmd_flow testsuite, all testcases are running for some vendors, but for
Intel (which does broadly support flow offload according to docs) more than
half of the testcases are skipping due to the device capability check. We need
to check what flow capabilities XL710 and E810 are reporting and whether these
align with our capability checks in the testsuite.
