[PATCH v4 2/2] dts: add QinQ test suite

Hi Dean. The testsuite looks good and I would like to merge it for RC3, but
in my final testing I see there is a doc build issue.

To resolve, can you please change both instances of "Packet | None" to
Optional[Packet] and resubmit to the CI? Then we should be all set.
