[PATCH v2 4/5] net/cpfl: use the new common vector capability function

Use the new function for determining the maximum simd bitwidth in
the cpfl driver. Also, remove unused elements related to AVX capability
from the idpf_vport structure, now that neither the idpf or cpfl drivers
use them.
