[PATCH 06/20] cmdline: promote bool token ops to stable

[Stephen Hemminger]

The cmdline_token_bool_ops structure was added in 25.03 and has not
changed. It was the only experimental symbol left in the cmdline
library, where the other 69 exports are already stable.
