While validating https://bugs.dpdk.org/show_bug.cgi?id=1931, observed a new
issue in 26.07, where 1280b and 1518b frames performance has degraded.

Filing a new bug for the same.

Test setup [hardware and software], steps to reproduce, is the same as
used/mentioned in 1931.
