<pre class="bz_comment_text">We already have a testbed configuration file and this new file will contain
other configurable aspects.
The cmdline args and env vars could go into this file as well.
New configuration options include default IP addresses and any other string
values that tests use.
There could be test-specific configuration files. It may be worth implementing
the general config file with this in mind (so that we can reuse the code).
