<pre class="bz_comment_text">Manit at the Community Lab noticed in trying to run the dts check scripts from
24.04 that setuptools dependency needs to be met before running poetry install.
I guess this "issue" is not seen from the dts docker container currently as
that is building from 22.04, which provides distutils, which is deprecated in
24.04.
It probably makes sense to move to meeting this dependency via pip so as to
accommodate 24.04 users, and we are going to have to do it anyways when we
upgrade the Dockerfile to 24.04.
