Don't edit build results, instead create your own config file and use
make config on that.
$ cp defconfig/x86_64-native-linuxapp-gcc defconfig/linux-pcap
$ echo 'CONFIG_RTE_LIBRTE_PMD_PCAP=y' >> defconfig/linux-pcap
$ make config T=linux-pcap
Or just use meson build which should enable everything that is buildable
in your environment.
