Not sure what your problem is, but I can see the definition in rte_dev.h in
official v18.11.1 tag.

v18.11.1:lib/librte_eal/common/include/rte_dev.h:typedef int
(*rte_dev_cmp_t)(const struct rte_device *dev, const void *data);
