DPDK 20.11/CentOS7.9, first run -> *FAILED*

I am surprised to see you are using a 16.04 version.

I recommend using the latest LTS, i.e. 20.11.

If your server has a iommu, you probably did not configure it.
If you don't have such hw, you need no-iommu support.
