[dpdk-announce] DPDK 17.08 released

A new major release is available:

	- NXP DPAA2 eventdev driver
	- dpdk-test-eventdev application
	- eventdev_pipeline_sw_pmd example

A lot of work was done during 3 months:

The new features for the 17.11 cycle must be submitted before August 25,
in order to be reviewed and integrated during September.
The next release is expected to happen at the very beginning of November.
