[dpdk-announce] Date for DPDK Summit Userspace

This year's Userspace event will take place on September 5th and 6th. The venue will be the same as for the last 2 years - The Clayton Hotel, Ballsbridge, Dublin (https://www.claytonhotelballsbridge.com/).

Details on registration and CFP will be provided closer to the time. For now, I just wanted to confirm the date so that those planning to attend can start to make the necessary arrangements.
