[dpdk-ci] UNH-IOL Operations During COVID-19

Hello All,

At 5pm EDT Wednesday, March 18, 2020, the UNH-IOL will begin operating with
minimum onsite staff.  Already, most of our staff have moved to working
from home, through our VPN and other infrastructure.  We are currently not
scheduled to return to full onsite headcount until April 6.

For the DPDK Community Lab, I expect very little impact, as the team is
still at the same capacity (headcount), they are just "sitting" further
apart.  They began working remotely yesterday afternoon, and have all be
online all day today.  As always, we can be reached through email at
dpdklab at iol.unh.edu.

To maintain infrastructure (should there be a hardware failure), we do have
a number of staff (myself included) that are listed as critical support and
authorized to work onsite.  For projects with incoming deliveries, we are
still accepting those deliveries.
