Add support to run cross-compile (x86_64 --> aarch64) in the community lab,
within a Docker container.  

>From the March 11 CI Meeting, Juraj will help provide a Dockerfile and the
compile scripts to run in that container.  Once available, UNH-IOL get the
container loaded and the pipelines configured to included this to the compile
testing.
