Summary: Enable compression performance testing using the compress-perf sample
application that is included with DPDK. This would need to run on the
bare-metal systems, using zlib vdev. This does not target using the PMD
specific compression systems that might (i.e. dedicated hardware compression
from a NIC).  This deployment should be completed by the end of Q4 2020.
