[dpdk-ci] SVE Testing Temporarily Disabled

Hi All,

Currently the SVE testing takes quite a bit of time to complete which
takes up slots from UNH.
We have temporarily disabled the testing in an attempt to reduce the backlog.
Afterwards, we will look into ways to reduce the overall time needed.
