Adding WinOF drivers to Windows Server 2022 machine at the DPDK Community Lab

Hi Tyler,

I would like to add WinOF drivers to our Windows server 2022 machine,
per this ticket which came in:

Figured I'd just give you a day or so to comment in case you had any
