Register new CI lab for LoongArch testing

Hello Gaojuxin,

For the ABI 1.0 system, you list kernel 4.19, but isn't the updated minimum
version of the kernel for DPDK now 5.4? Apologies if this isn't correct,
I'm still getting caught back up on the project details, with Patrick's
departure from the lab.
