Proposed 30‑minute cache on Patchwork /api/

Hi all,

We're planning to cache anonymous GET requests to the Patchwork API 
(patches.dpdk.org/api/) at web server for 30 minutes, to reduce load on 
the service.

This would mean that polling /api/ without a token may see data up to 
~30 minutes old. Requests that require an API token are still not cached.

Is 30 minutes okay for you? If not, what TTL would work better?
