[PATCH] tools: add coverage for the patch_parser config

The patch_parser script was not configured to recognize changes to
meson.build. If a patch only changed meson.build and documentation then
the patch would get marked as documentation despite changing a core
component of the project.

Add meson.build to the patch_parser config so such patches are not missed
by patch_parser script and are marked correctly.
