[dpdk-dev] VLAN with ixgbevf pmd

Hi Souvik,
Take testpmd for example, normally we should disable HW vlan filter by adding parameter " --disable-hw-vlan-filter " or CLI " port config all hw-vlan-filter off". Hope it can help :)
