[dpdk-dev] [PATCH 3/4] eal: introduce ioport api

Most of the code is inspired on virtio driver.
rte_ioport_t is a arch-specific structure allocated at rte_pci_ioport_map and
release at rte_pci_ioport_unmap.
For x86, this is actually just a ioport number, handled by rte_ioport_xx api.
