[dpdk-dev] [PATCH 26/56] net/sfc: import libefx NVRAM support

Provide API to work with NIC non-volatile memory. It is used
to update firmware, configure NIC including bootrom parameters,
manage licenses, store PCI Vital Product Data etc.

EFSYS_OPT_NVRAM should be enabled to use it.
