I believe cdev_id_qp will be needed by all the sa->type.
I  can see that it is being used by ipsec inline case, but it is not 
getting set anywhere.

I believe you are returning from the xform_func (esp_inbound and 
esp_outbound) without doing anything. It is better that you do not call 
it from here. It will save some of your cycles.
