[dpdk-dev] [PATCH v2 2/2] app/testpmd: add support of hex string parser for flow API

There is need for users to use flexible byte filter on ixgbe.
The flexible byte should be pass down as hex number not char
string. This patch enable users to make configuration using hex
number for flexible byte filter. cmdline flow parse HEX number,
in order to not using string which pass ASIC number.
