[dpdk-dev] [PATCH v3 2/3] app/testpmd: enable UDP GSO in csum engine

This patch enables GSO for UDP/IPv4 packets. Oversized UDP/IPv4
packets transmitted over a GSO-enabled port will undergo segmentation.
