[dpdk-dev] [PATCH v2] test: fix to skip power kvm vm autotest

[Pallantla Poornima]

power_kvm_vm_autotest should run on kvm vm and
virtio-ports should exist, if not test should skip.
Hence changed return as TEST_SKIPPED.
