IPv6 VXLAN UDP/IPv4 GRO can help improve UDP/IPv4
performance in IPv6 VXLAN use case.

With this enabled in DPDK, OVS DPDK can leverage it
to improve VM-to-VM UDP/IPv4 performance, it will merge
small adjacent IPv6 VXLAN UDP/IPv4 fragments to a big
IPv6 VXLAN UDP/IPv4 packet immediate after they are
received from a physical NIC. It is very helpful in OVS
DPDK VXLAN use case.
