[dpdk-dev] [PATCH v4 7/7] doc: update release notes and guides for eCPRI

Update the release notes of mlx5 PMD part by adding the
support of eCPRI.
Update the firmware configuration in the mlx5 NIC guide to support
the usage of eCPRI.
