[dpdk-dev] [DPDK_KMODS v4] linux/igb_uio: add Makefile to build the kernel module

Hi Thomas/Ferruh,

It looks like this patch is not yet merged to
https://git.dpdk.org/dpdk-kmods/.

This impacts the 20.11-rc1 testing which needs the igb_uio driver. Is there
any reason to not merge this?
