[dpdk-dev] [PATCH v2 13/21] net/ice/base: implement shared rate limiter

Implemented shared bandwidth rate limit functionality to account for
dedicated bandwidth and minimum bandwidth. It requires non default
profile be programmed for CIR, EIR/PIR, and SRL.
