[dpdk-dev] [RFC 7/7] eth: hide eth dev related structures

Move rte_eth_dev, rte_eth_dev_data, rte_eth_rxtx_callback and related
data into ethdev_driver.h.
Make changes to keep DPDK building after that.
Remove references to 'rte_eth_devices[]' from test-pmd.
