Yes, gcc-10 has SVE support. Arm cross compilers available at:
https://developer.arm.com/tools-and-software/open-source-software/developer-tools/gnu-toolchain/gnu-a/downloads

I think on Ubuntu, it will work out of the box after installing package gcc-10-aarch64-linux-gnu.
