Steps to reproduce


# when DPDK takes control of XXV710 NIC(vfio-pci - i40e), Link detection is
failing on compute side and switch side. we tried to bind back to kernel
driver, still link is not detecting.Reboot is the only way to recover from this
state.
# once system is rebooted, the link stays UP for few seconds and it goes down.
Rebooting DPDK process doesn't have any effect.
# We tried testing using DPDK-testpmd stock binaries of 17.02, 18.05 & 19.11.6,
the behaviour is consistent.
